Globalne implikacje polityki „America First” USA dla współpracy Niemiec z Rosją w drugiej dekadzie XXI wieku

Abstract

The article presents the global implications of selected aspects of Donald Trump’s administration „America First” policy and their signifi cance for the relations between Germany and Russia. It focuses on three substantive problems: The essence of the “America First” strategy of the US President Donald Trump administration; Main tendencies and challenges of the evolution of Germany’s policy towards Russia; Global implications of “America First” policy for Germany’s cooperation with Russia. The following implications of the D. Trump’s administration „America First” policy have the most considerable signifi cance for cooperation between Germany and Russia, since 2017: the dimension, scope and future of Germany’s cooperation with Russia in the context of the Ukrainian crisis; controversies over supplies of Russian natural gas to Germany; the challenges of trade with Russia in the context of its return to cooperation with China; Germany’s position on NATO funding and measures for international security and disarmament. The above-mentioned implications cause a series of tensions and mutual controversies between the US and Germany in the political and legal, economic and military areas as well as in the fi eld of social attitudes and behaviors, although they do not ultimately determine the future of German-American relations in a global context.

Artykuł przedstawia globalne implikacje polityki administracji Donalda Trumpa „America First” (2017) oraz ich znaczenie dla relacji Niemiec z Rosją. Koncentruje się on na trzech problemach merytorycznych: istota strategii „America First” administracji prezydenta USA Donalda Trumpa; tendencje i wyzwania ewolucji polityki Niemiec wobec Rosji; implikacje globalne polityki „America First” USA dla współpracy Niemiec z Rosją. Dla współpracy Niemiec z Rosją najistotniejsze znaczenie mają następujące implikacje polityki „America First”: wymiar, zakres oraz przyszłość współpracy Niemiec z Rosją w kontekście kryzysu ukraińskiego; kontrowersje wokół dostaw rosyjskiego gazu ziemnego do Niemiec; wyzwania wymiany handlowej z Rosją z uwagi na jej nowy wymiar współpracy z Chinami; stanowisko Niemiec wobec fi nansowania NATO oraz działania na rzecz bezpieczeństwa i rozbrojenia międzynarodowego. Implikacje powyższe powodują napięcia i kontrowersje między USA a RFN w płaszczyznach polityczno-prawnej, gospodarczej, wojskowej, co przekłada się na stan nastrojów i zachowań społecznych.
