Oblicza pluralizmów mediów publicznych w Polsce

Abstract

The article presents the landscape of public media in Poland in early 2019, after amendments to media laws and criticizes this model from the perspective of national legal regulations as a normative norm of liberal media doctrine and from the point of view of international regulations. In the latter area, the strength and scope of international regulations in the area of public media pluralism is examined. Considering the issues of media pluralism and pluralism in the media, the text contains three possible scenarios of future transformations of the sphere of public broadcasters in Poland: the static direction, the direction of normalization and the dynamic, progressive, discursive or agonistic direction. This last direction, like the previous two, recognizes external pluralism as a legal and factual standard. However, the article proposes to supplement it with addittonal elements: the diversity of entities and the restoration of the concept of “politicality” in the media discourse.

Artykuł przedstawia krajobraz mediów publicznych na początku 2019 roku, po nowelizacjach ustaw medialnych, i podejmuje krytykę tego modelu z perspektywy krajowych regulacji prawnych, jako wzorca normatywnego liberalnej doktryny mediów, oraz z punktu widzenia przepisów międzynarodowych. W tym ostatnim zakresie badana jest siła i zakres regulacji w obszarze pluralizmu mediów publicznych. Rozważając kwestie różnorodności zarówno mediów, jak i w mediach, tekst zawiera trzy możliwe scenariusze przyszłych przeobrażeń sfery nadawców publicznych w Polsce: kierunek statyczny, kierunek normalizacji oraz kierunek dynamiczny, progresywny, dyskursywny lub agonistyczny. Ten ostatni, podobnie jak wcześniejsze dwa, uznaje pluralizm zewnętrzny za standard prawny i faktyczny. Postuluje jednak jego uzupełnienie o elementy dodatkowe: różnorodność podmiotów i przywrócenie pojęcia „polityczności” w dyskursie medialnym.
