Wpływ kwestii bezpieczeństwa na rolę współpracy na rzecz rozwoju na przykładzie niemieckiego zaangażowania w przezwyciężanie kryzysu uchodźczego

Abstract

Przezwyciężenie kryzysu uchodźczego jest „najwyższym priorytetem” niemieckiej polityki rozwojowej. Niemieckie zaangażowanie koncentruje się przede wszystkim na zwalczaniu strukturalnych przyczyn uchodźctwa, wsparciu uchodźców i stabilizacji regionów przyjmujących. Polityka rozwojowa ma być prewencyjną polityką na rzecz pokoju. Ukazane zostały m.in. założenia inicjatywy Federalnego Ministerstwa Współpracy Gospodarczej i Rozwoju (BMZ) Ofensywy zatrudnienia na Bliskim Wschodzie oraz jej realizacja.

Finding a way to deal with the refugee situation is a matter of top priority for German development policy. This paper analyses the contribution of the German development policy to dealing with the growing influx of refugees from war zones and crisis areas into Europe. It deals with the question of the role of the development policy to forestall displacement. The German activities address three areas of intervention: tackling the root causes of displacement, supporting refugees and stabilising host regions. Among other things, the analysis takes a look at an initiative launched by the Federal Ministry for Economic Cooperation and Development (BMZ) Middle East Employment Drive.
