Abstract

There are 2808 units of local governments in Poland. Everyone of them handles the economy of finance separately in the basis of budget. The law is equal for every local government, independently on position and individual financial status. Level of mortgage is very different in every local government. Increase of investment from future income confirms the principle of “generation justice”, which says that investments should be financing by future users, which will take advantage from that. Public debate about changing in budget deficit and predictions about public debt lets the local governments exercise authority efficiently.
