The analysis include main phenomenon which determine European discourse about development in comparison with global financial crisis. Moreover, stages of the creation of cooperation of European policy for the development, and priorities and concepts defining the boundaries of the policy from creation of the first communities till the beginning of the second decade of 21th century were outlined. The author analyses challenge of the activities of European Union for development through the prism of the dilemmas of relativization of their aims in the context of policy of security and interests of membership countries.
