Rozważania poprzedzono analizą ewolucji usytuowania pozycji szefów w strukturze organów państwowych. Opracowanie obejmuje uregulowania związane z Urzędem Ochrony Państwa, Agencją Bezpieczeństwa Wewnętrznego, Agencją Wywiadu oraz Centralnym Biurem Antykorupcyjnym. Wykorzystując literaturę oraz aktualne regulacje, omówiono ustawowe przesłanki związane powołaniem, powierzeniem oraz odwołaniem ze stanowisk szefów cywilnych służb specjalnych. Jednocześnie dokonano wniosków delege ferenda wskazujących na wprowadzenie zmian ustawowych przy obsadzaniu tak ważnych stanowisk w organach, jakimi są służby specjalne.The purpose of the article is to discuss issues related to the staffing of the heads of civilian special services. The considerations were preceded by an analysis of the evolution of the position of the bosses in the structure of state organs. The study covers regulations related to the Office for State Protection, the Internal Security Agency, the Foreign Intelligence Agency and the Central Anti-Corruption Bureau. Using literature and current regulations, statutory conditions related to the appointment, entrustment and dismissal of the heads of civil special services were discussed.
