Analizy wywiadu – dyscyplina naukowa in statu nascendi

Abstract

Artykuł koncentruje się na kwestii procesu przekształcania się profesjonalnej analizy wywiadu w dyscyplinę naukową. Teza o istnieniu takowego procesu nie jest podzielana przez wszystkich badaczy. Jednak zwolennicy tego stanowiska odwołują się do przykładów formowania dyscypliny prawniczej, medycznej oraz informacji naukowej. Wskazują także na wprowadzenie do praktyki wywiadu reguł „learning organization” jasnego system certyfi kacji jak i wykształcenie się instytucji akademickich i wewnętrznego system kształcenia zapewniających podnoszenie jakości pracy. Ważnym potwierdzeniem akademickości tych działań jest korzystanie z najnowszych metod badawczych właściwych dla tradycyjnych dyscyplin jak i fakt pojawiania w publicznym obiegu tekstów zauważalnych i docenianych przez świat nauki jak i to, że działalność analityczna jest podstawą nadawaniu tytułów zawodowych i naukowych. Konkluzje tekstu wskazują na to, że mamy do czynienia procesem, który potwierdza w znacznym stopniu trafność założenia o tworzeniu się dyscypliny naukowej: analizy wywiadu. To jednak proces w stadium początkowym. To nie jest tylko debata o zjawisku w nauce ale o konsekwencjach tych procesów. Najważniejszym jest podniesienie jakości pracy analityków, co może zwiększać możliwość podejmowania przez polityków racjonalnych decyzji.

This paper focuses on the issue of the transformation of professional intelligence analysis into an academic discipline. Such an approach is not shared by all scholars, but those, following this attitude, refer to legal studies, medicine or information science having had gone through similar process. In order to proof their approach, they point out introduction of the so called ‘learning organization’ rules into intelligence community, as well as clear system of certifi cation implemented. Moreover, they accentuate the fact of a development of academic institutions and internal system of education, created in order to improve the quality of work of intelligence analysts. The scholarity of intelligence studies may be also confirmed by application of the most recent research methods and the recognition of publications by the scientific community, including granting of both professional and scholarly degrees on the basis of intelligence activity and analyses. Based on the arguments presented, the paper is concluded with a statement confirming the hypothesis that the process of a creation of a new academic discipline: intelligence analysis, has been ongoing, even though still in a nascent stage. Not only the process of intelligence professionalization as a scholarly phenomenon is being discussed in the text, but also its ramifications for intelligence operation. Out of those ramifications, an increase of the quality of analysts’ work seems crucial, as it can result in enhancing of prospects for rational decisions making for politicians.
